NEW DELHI: Syed Salahuddin, the Hizbul Mujahideen leader, has begun playing an increasingly active and aggressive role in terrorist operations over the last month, latest intelligence reports have said. Salahuddin has been visiting terror launch pads on the line of control, particularly opposite Macchil and Gurez in Jammu and Kashmir to motivate terrorists in his outfit. On January 18, for example, he was in Sonar launch pad and his message has consistently been to target Indian troops and cause as much damage as possible.  

As part of a revamp, he has also changed his regional commanders and issued new orders. The new commander of the Hizbul Mujahideen in the Baramulla sector is Gani Kwaja, son of Mukhtiar Khwaja. The new commander of the Kupwara area is Azaz Ahmed Malik. They have been ordered to continue terrorist activities and concentrate on snatching weapons from security forces and throw grenades.

Imran Khan government's changed posture:
There is more evidence of the Imran Khan government's posture. It isn't just aggressive in tone-- Pakistan foreign minister's plan to take the Kashmir issue to the House of Commons being one example-- but also, activity on the line of control. It isn't just firing from across the line of control, it isn't just pushing terrorists across, though there is no sign that infiltration is reduced, but it is the increasing emphasis of BAT attacks, or attempts by terrorists, sometimes assisted by Pakistan Army special forces, on Indian border posts on the line of control. The latest MAC reports, based on intercepts, speak of several plans of BAT or Battle Action Team strikes.

Five or six terrorists along with a guide are at village Seri, opposite Naushera. Their target is an outpost of the battalion in the area. There are five terrorists of the Al Badr and a guide are at the Pakistani post Daruchian opposite the Krishna Ghanti sector. The target is a forward post of the Indian army in the area. There are five Jaishe Mohammed terrorists opposite Mendhar. Once again, battalion forward posts in the area have been targeted.

It's not just Battle Action Team assaults. Infiltration is still continuing, particularly in south Kashmir. A "mixed" group of five terrorists of the Jaishe Mohammed and the Al Badr are Degwar village opposite Poonch. They have plans to infiltrate through Betwarnala, Bahadur and Khukri into India. Another group of six terrorists are looking to enter the Tangdhar area. They plan to enter through Ragini and Bodhnambal. Normally, the winter months are quieter. This year, there is no sign of that, particularly in south Kashmir.
